Bureaucracy is a necessary element (evil?) in larger organizations, one that must be controlled. If it (bureaucracy) grows in power and size, larger than what is required of it, it can become cancerous. Once too large, it will only want to increase it’s size and power. Too large and too difficult to cut out without killing the organization.
